Principal Engineer

A. Jay Dolby, PE is the principal in charge of the Civil Engineering activities of the firm. Jay has a bachelor’s degree in engineering and a master’s in business administration (MBA). He is a registered professional engineer in Delaware and Maryland and has over 40 years of experience with environmental and wastewater design. He has been the environmental engineer for a major corporation and was responsible for their corporate environmental program including the operation of their wastewater treatment facilities. In addition to being a professional engineer, Jay holds DNREC Class A, C, I and H licenses.

Senior Associates

Andrew Dolby is in charge of CAD design and inspections. He has a master of science degree in Community and Regional planning and over 20 years of experience in CAD design for septic systems, buildings and communities. Andrew holds DNREC Class B, H and I licenses.

Dr. Jacalyn Book, EDD Dr. Jacalyn Book, EDD, is the office manager and has many years of experience in language instruction in public schools, private schools, and universities. She excels in both private tutoring and small group instruction with people of all ages and is able to converse with French and Spanish speakers.
